Position:

This position reports to Director HEOR Center of Excellence (COE) at BD. The Manager will assist in the prioritization and development of COE strategies and programs and lead execution of value-based deliverables for BD’s global business units and regions, including; global value dossiers, economic models, patient outcomes studies, value assessments and outcomes research.

Scope:

This corporate staff member will provide leadership in the development of internal competencies within the CoE to continue to build capabilities to assess and demonstrate the value of medical devices and diagnostics developed, manufactured and sold by BD. Working closely with the CoE team and collaborating with the corporate VP, global business and regional HEOR and colleagues in Medical Affairs, R&D, Reimbursement, and Public Policy, the Manager will perform HEOR analyses to inform portfolio decisions and guidethe selection of features, benefits and performance characteristics of new products under consideration for development. For existing products, the Manger will lead the development of HEOR models, evidence dossiers and other sales tools to support product adoption and favorable reimbursement, both in North America and across BD’s global businesses. This will require a good working knowledge of the range of healthcare environments, and ability to interact effectively with teams.

Responsibilities:

Provide project management support and guide internal HEOR Center of Excellence (COE) resources to lead and execute prioritized HEOR projects/deliverables:

  • Liaise with HEOR and marketing partners to manage roles and responsibilities and ensure project is executed effectively

  • Manage timelines to keep projects on schedule

  • Supervise junior HEOR associates in project execution

Support HEOR COE request and prioritization processes and respond to and manage global HEOR requests as assigned

Manage external vendors where needed, e.g. RFP creation, project management, procurement processes, etc.

Ensure that scientific data resulting from the execution of health economic / epidemiology / outcomes studies are appropriately positioned in the public domain

Provide guidance to lower-level employees (analysts, fellows, interns) and may have direct reports/ administrative responsibilities

Support development and manage execution of global business and regional HEOR strategies:

  • Contribute to value evidence strategies including design/execution of epidemiology registries, patient reported outcomes studies, economic models, and retrospective/prospective studies

  • Support BD’s growth strategy by providing HEOR expertise to guide the development and commercialization of products in development, on market or in an innovation concept stage

  • Generate, evaluate, and refine evidence development and communication plans to create the product value proposition for priority products which may be in any BD business unit or region

Develop and support frameworks to embed HEOR criteria in BD business processes and systems:

  • Participate in continuous improvement efforts for global product development and commercial excellence workstreams by advising on key HEOR inputs and evidence requirements to enable timely evidence development and communication

  • Develop tools, presentations and training materials to educate Sales, Marketing, Medical Affairs and R&D colleagues on HEOR concepts, processes and best practices

Represent HEOR department on internal working teams and with external agencies:

  • Interact within clinical development teams to provide insight into health technology assessment requirements and guide execution of health economic data collection

  • Collaborate closely with reimbursement leads, safety experts, regulatory professionals, marketing team and others to identify key issues related to product value evidence and formulate plans to proactively address access issues

  • Advise cross functional teams on publication planning strategies, and ensure that scientific data resulting from the execution of health economic / epidemiology / outcomes studies are appropriately positioned in the public domain

  • Interact or support interactions with external thought-leaders and government/payer groups to conduct research, develop advocates and/or provide evidence dossiers to support product adoption, coverage and product funding requirements

Education & Experience:

Candidate must have an advanced degree in a healthcare, business or economics related discipline (MD, PhD, MSc, MPH, and/or MBA). Relevant disciplines include medicine, pharmacy, health services research, economics, epidemiology, and healthcare policy. Additional requirements include:

  • Candidate must have a minimum of 3 - 5 years total work experience in the life-sciences/healthcare industry (examples include biopharmaceuticals, medical devices, hospital, clinical research, or consulting)

  • Prefer at least 3 years of experience in HEOR function within healthcare industry

  • Experience supervising junior HEOR staff is required

  • A Bachelor’s degree in life sciences, engineering, or other related discipline is required

  • Requires experience with medical product development, manufacturing and/or commercialization

Knowledge & Skills:

  • Full understanding of HEOR work concepts, principles and practices with significant experience executing priority programs with moderate to high complexity and visibility

  • Expert research and analysis skills required including; literature reviews, secondary data analysis methods, manuscript writing and excel spreadsheet models; able to guide project teams in multiple technical areas (programming, modeling, literature analysis, etc.)

  • Superior communication, interpersonal, and organizational/administrative skills, including experience in teaching and training internal colleagues and presenting to large groups

  • Proficiency in project management and in negotiating project budgets, leads projects and project teams to timelines, scope and budget independently.

  • Action-oriented, customer-focused, with effective prioritization, goal-setting and time management skills

  • Effective analytical/problem solving skills, including generation of original and innovative ideas and solutions
