Job Description Summary

Reporting to the Sr. Director, Contracting and Strategic Pricing, this position oversees the Government Contract Operation activities from offer development to closeout, including the development, strategy, administration, and implementation of Government contractual agreements.

The associate is accountable the management of the government contract management process within embecta’s US operations. This will be successfully accomplished through best practice contract operations and associated policies, ensuring that the US Government Operations strategies are implemented.

Candidate will work closely with business unit leaders and be a SME for new opportunities delivering contract excellence for the business. The candidate will demonstrate subject matter expertise in the knowledge of how the government and GPO contracts in relation to embecta’s overall product portfolio, including IDIQ, Firm fixed price, FSS type contracts. Furthermore, candidate must possess the ability to develop and foster business relationships with internal and external stakeholders.

This role will have the following responsibilities at different stages of the contracting lifecycle, Strategy and planning, Solicitation and Competitive Pre-Award, Contract Administration, Contract Fulfillment and Delivery, Contract Invoicing and Closeout.

RESPONSIBILITIES:

  • Advise and influence embecta US leadership as an SME on Federal government contract processes, procedures, strategy, response to RFP, and operations that enable the business to grow while limiting embecta risk.

  • Lead the solicitation and PM activities, including kickoff meeting(s) with embecta US leadership and account managers, developing a solicitation project plan, managing tasks and due dates to stakeholders, updating the RFP tracker, and communicating project status to management.

  • Oversee and regularly audit Commercial Sales Practices (CSP), including pricing analyses and “what if” scenarios to determine financial impact of business proposals

  • Responsible for ongoing management of the Government RFP process from receipt of RFP, to Award process, to storage and ongoing monitoring of Agreements, including CSP narratives

  • Ensure appropriate records retention in accordance with embecta document retention policy once contract is awarded

  • Act as a leader and subject matter expert (SME) in Government contracting and be able to review and determine the applicable FAR’s to a bid/RFP; be able to assess impact of applicable contract terms to the business and escalate to Legal and embecta US leadership when appropriate.

  • Strategize with stakeholders, such as embecta US marketing and sales leaders, Legal and Market Access account management, etc. to establish appropriate contract vehicles for the product offerings.

  • Oversee contract modifications prior to submission to ensure completeness and accuracy (Product Add/Delete, Price Increase/Decrease, Customer Add/Delete, Administrative Changes)

  • Ensure associates update GSA Advantage and any other relevant government data sites as required.

  • Manage the Contract Closeout process to ensure all funds owed to embecta are collected and contract is correctly closed out in the system.

  • Oversee all Tracking Customer and Trade Agreement Reporting Process within team: collaborate with internal stakeholders to validate tracking customer (TC) and trade agreement act (TAA) triggers by reviewing TC/TAA compliance reports and taking appropriate contract modification action when required.

  • Manage and Validate Tracking Customer and Trade Agreement Act triggering events and take appropriate action (e.g., contract modifications)

  • Other responsibilities will include contracting, offer development, analytics, and strategic pricing for all US Commercial segments, including market access, all classes of trade, acute and long-term care, as required

  • This role will expand to include contracting, strategic pricing, offer development and analytics for GPOs upon transition to embecta

  • Develop metrics, KPI’s (key performance indicators), and IIG’s to be held accountable for achieving the key strategic goals of the organization

EXPERIENCE & EDUCATION:

  • Bachelor’s degree (B.A. or B.S.) from a four-year college or university is required, preferably in a heath or business discipline

  • MBA or advanced degree is preferred

  • A combination of at least 10 years medical/pharmaceutical contracting, sales management, and account management experience in a pharmaceutical, payer or medical device company

  • A minimum of 5 years demonstrated experience in Government Contracting

  • Deep Understanding of government contracting continuum, including contract strategy development, negotiations, policy development and compliance.

  • Strong contracting strategy mindset – must be able to access situation, collect data and deliver well thought out recommendations

  • Candidate must have proven leadership skills and ability to Project Manage multifaceted Government contracts from beginning to end

  • Candidate must have proven ability to quickly establish credibility, trust, and support within all levels of organization

  • Strong communications and change management experience; must have the ability to develop, present and defend ideas and strategy to internal leaders and stakeholders

  • Demonstrated ability to effectively manage people and foster career development

  • Ability to build and motivate a team to achieve well communicated expectations.

  • Ability to travel, up to 20%
