As part of the Enterprise Portfolio & Project management (EPPM) organization, the role of Senior Program Manager – governance & standards is crucial to enabling enterprise solutions that support BD, its customers and team members. Responsible for ensuring robust strcuture, mechanisms, standards (methodology) and insights through analytics, the governance & standards team ensure delivery teams are equipped and enabled with the requisite training, processes, tools and reporting to drive cross functional, enterprise priorities. The Governance & standards Snr Program lead is required to maintain reasonable understanding of key programs in terms of value expected, issues, dependencies, current status and support escalation when required. Partnering with leadership and stakeholder organizations to ensure clear communication of regular Portfolio health.

JOB RESPONSIBILITIES

Primary responsibilities will include:

  • Working with the Portfolio Governance & delivery leadership team to design, build, and implement a portfolio governance process, resource & financial management with inclusion of benefits / framework and a tool for approved portfolio of projects & programs.

  • Partnering with all stakeholders that operate within the framework and tool to ensure enhancements are appropriately aligned and processes operate seamlessly.

  • Manage continuous education of users and management and upkeep of the training, change management, and communications collateral.

  • Develop, operationalize, and run end-to-end Portfolio Governance that will include Portfolio prioritization techniques, Benefits management framework, Resource management framework, and Project Financial Management framework.

  • Ensure the management, maintenance, and continuous improvement of the processes, including tool enhancements

  • Implement an end-to-end Resource Management capability by designing the framework for Capacity Planning and leading resource availability vs. demand vs. utilization for projects and programs.

  • Identifying and aligning the scope of Resource Governance across stakeholder functions, developing a maturity plan, creating a standard roles dictionary, and developing a standardized approach to show resource availability vs allocation vs utilization across the organization, thereby improving agility and maximizing productivity of our most valuable resources, our people.

  • Build and operationalize the process, framework, and tool for Portfolio governance capability over BD’s investment portfolio.

  • Maintain relationships with global partners to ensure PPM processes are relevant and value enhancers. Collect feedback from the partners at least quarterly and develop plan of action to address feedback.

  • Develop, implement and publish the Portfolio governance metrics and KPIs

  • Facilitate appropriate decision and program review boards to support portfolio planning & execution

QUALIFICATIONS & EXPERIENCE

The ideal candidate will bring a combination of strategic understanding, both functional and business experience, exceptional relationship building skills and solution-oriented mindset together. In addition, this person should also possess:

  • Bachelor’s degree in business or a related field is strongly preferred. Master’s degree highly desirable. Educational certificate or training in a process methodology is a plus.

  • 8+ years of relevant experience, delivering cross functional, strategic programs & governance solutions

  • Excellent written & oral communication & networking skills

  • Excellent judgement & effective decision-making & problem-solving skills

  • Highly organized, outcome oriented with excellent planning & motivational skills

  • Influencing & diplomacy skills, with an ability to lead and drive change in a collaborative, positive way.

  • Familiarity with continuous improvement and project management approaches, tools, and phases

  • Innovative thinking, strategic focus & aptitude that challenges the status quo

  • Organizational agility with a proven track record in collaborating across organizational & cultural boundaries – experience working in a highly matrixed environment.

  • Relationship management with an ability to work effectively with multiple layers of the organization – in particular, working with / supporting executive team members is critical

  • Deeply analytical, with experience in budget & resource planning, management.

  • Ability to communicate complex business / technical challenges in a simplified manner

  • Resilience, grit, empathy and accountability, lead by example – mentor & motivate others
