Job Description Summary

The mission of the Head of Public Policy & Market Shaping, Southeast Asia (SEA) is to advance BD’s market development and market access objectives in the region through analysis of country health policy objectives, payment and reimbursement systems, and the development and execution of action plans in collaboration with internal and external stakeholders. The particular focus is supporting BD’s growth initiatives in SEA, while also providing analysis and support for the Greater Asia market shaping governance process. The position will report to the Senior Director, Public Affairs, Greater Asia and will collaborate with other cross-business market development and market access functions at the country, regional and worldwide levels.

The mission of the Head of Public Policy & Market Shaping, Southeast Asia (SEA) is to advance BD’s market development and market access objectives in the region through analysis of country health policy objectives, payment and reimbursement systems , and the development and execution of action plans in collaboration with internal and external stakeholders. The particular focus is supporting BD’s growth initiatives in SEA, while also providing analysis and support for the Greater Asia market shaping governance process. The position will report to the Senior Director, Public Affairs, Greater Asia and will collaborate with other cross-business market development and market access functions at the country, regional and worldwide levels.

Key Responsibilities

Development and execution of market development and market access strategies.

  • Drive the creation of market development and market access strategies in SEA that are aligned with business objectives and provide leadership for subsequent execution. Focus areas and strategies will be identified, developed and executed in collaboration with business leaders and functional partners at the country and regional level, with support from worldwide partners.

  • Provide insights and analysis on policy trends and developments that can provide opportunities and risks that may influence business decisions.

  • Support the Greater Asia market development and market access governance system by providing analysis and liaising with regional market shaping associates to ensure activities are aligned with regional objectives.

Stakeholder management and coalition building.

  • Manage policy engagements in relevant trade associations, partnering with in-country and regional leaders in functions and businesses.

  • Manage regional stakeholder mapping in collaboration with in-country, regional and worldwide leaders. Candidate will be responsible for identifying relevant stakeholders, building and maintaining relations and representing BD and its approved policy positions. This includes stakeholder mapping, fostering relations with a high degree of diplomacy and compliance, communicating BD positions and analyzing stakeholder input.

Strengthen regional capabilities in market development and market access.

  • Enhance tools and information available to BD associates to achieve market development and market access objectives, and provide support for in-country activities in priority markets. Examples of tools include analysis of health systems and policy trends and white papers tailored to priority markets.

Foster collaborative relationships with internal stakeholders in order to drive consensus and support for policy positions and strategies.

  • Candidate must be able to work within a complex matrixed organization to successfully analyze issues, develop recommendations, and drive toward consensus. This requires an ability for agile learning in order to converse with internal stakeholders in many different functional areas and in many different countries and cultures.

Key Requirements

  • Degree in public policy, public health, HEOR, law or other relevant discipline.

  • 7 plus years of professional experience in a field related to public health and /or health policy.

  • Demonstrated experience working within a complex matrixed organization.

  • A high level of diplomacy in internal and external relations.

  • Substantive policy experience in the areas of infectious diseases (such as TB, HIV, HAIs, bloodborne pathogens and vaccine-preventable diseases), medical technology innovation, health system reform and payment/reimbursement pathways and reform.

  • Agile learning to enable quick mastery of new policy issues relevant to BD.

  • Experience managing stakeholders and building coalitions, including governmental agencies, NGOs, professional societies and other industry members.

  • Excellent written and verbal communications skills is required.
