Job Description Summary

You will support the implementation of HR strategy and have responsibility for operational HR activities across Life Sciences Plants in Tuas Singapore. You will ensure the smooth delivery of Recruitment,C&B activities, learning and development framework, policies, systems and processes and in liaison with GA ASC and partner with the various Departments and Sections. You will be accountable for the Recruitment & Selection, Talent Development & Acquisition, Employee Relations & Communications, C& B and HR Key activities/initiatives as well as HR Projects.

The key focus during the first years of this role will be to support the manufacturing facility startup, growth and expansion of the business through recruitment, integration and development of key talent and skills.

Job Description

1.0 Recruitment & Selection

1.1 Responsible for the recruitment and selection of all levels for the plant, ensuring sufficient numbers to meet overall organization business objectives.

1.2 Recommend and implement recruitment strategies and retention programmes to meet manpower for current and future plant organizational needs.

1.3 Preparation of Monthly Headcount Reports

2.0 Talent Development & Acquisition

2.1 Support the overall talent acquisition effort for the organization through liaising with business partners and key customers to understand organizational talent needs and develop and implement cost-effective, efficient, and creative recruitment strategies.

2.2 Manage recruitment activities providing headcount planning, candidate sourcing, assessment, interviewing, selection and supporting the onboarding process for new hires including preparation of their job description.

2.3 Drives talent management and individual development processes.

3.0 Employment Relations & Communications

3.1 Maintain an effective, productive and positive organizational climate by promoting upward and downward communication.

3.2 Advise and work with departments to administer disciplinary procedure and handle any arising employee grievances.

3.3 Develops & conducts team development/team building strategies both proactively and when necessary to improve team performance.

4.0 Performance Management and Total Rewards

4.1 Drive the performance and reward management process, coaching leaders in performance management issues.

4.2 Assist in companywide C&B activities such as Merit Increment, AWS and Variable Bonus payout; Annual Performance Appraisal.

4.3 Consults with managers on all pay-related decisions including new hire offer, merit increases, market pricing data, career-related and other such adjustments.

4.4 Participate in HR C&B Projects where applicable.

5.0 Other Activities

5.1 Facilitates Change Management initiatives for the site (communication, etc.)

5.2 Continuously review processes to ensure effectiveness and efficiency

5.3 Support in Committees.

5.4 Safety & ISO 14001 Environmental accountability: Ensure a safe, healthy and environmentally friendly workplace by observing Company’s rules and procedures. Active involvement in prevention, elimination of potential safety hazards and participation in activities which promotes recycling, replacement and reduction of resource materials.

5.5 Safety & health accountability: Safety and health are important to BD and we encourage the observance of all safety programs and training assigned to you. Such programs are to be attended in a timely manner to ensure that work tasks carried out are in accordance to our safety guidelines and SOPs.

5.6 Any other duties as assigned from time to time.

6.0 Knowledge & Experience

6.1 Degree holder or Diploma Holder with minimum 3 years experience in Human Resource Management/Development.

6.2 Possess strong interpersonal, communication and presentation skills.

6.3 Good working knowledge of local regulations e.g. Employment Act, CPF Act & tax regulations

6.4 Great sense of urgency in a fast pace environment

6.5 IT savvy, Proficient in Office Applications

6.6 Strong follow-up skills

7.0 Supervision / Reporting Relationships

7.1 Refer to Dept Organization Chart

8.0 Accountability

8.1 Ensure overall functional process efficiency and that assigned project milestones are met.
